Presenting an Organizational Resilience Model for the Ministry of Cultural Heritage, Tourism, and Handicrafts

Abstract
The Present Study aims to develop an organizational flexibility model for the Ministry of Cultural Heritage, Tourism, and Handicrafts. In terms of purpose, this research is applied, and methodologically, it adopts a mixed-methods (qualitative-quantitative) approach. The first phase followed a qualitative approach within the interpretative paradigm based on the thematic analysis strategy. The data collection instrument consisted of semi-structured interviews with 10 purposively selected experts. To validate the model, two strategies of external audit and triangulation were employed. The qualitative findings revealed that the organizational flexibility model in the Ministry of Cultural Heritage, Tourism, and Handicrafts encompasses 7 global themes (human resource work flexibility, structural flexibility, job flexibility, organizational agility, intellectual capital enhancement, organizational learning development, and organizational creativity and innovation development) and 33 organizing themes.In the second phase, to design the quantitative model of organizational flexibility, the statistical population comprised managers and employees of the Ministry of Cultural Heritage, Tourism, and Handicrafts, exceeding 1,500 individuals. Based on Krejcie and Morgan’s table, a sample size of 305 was determined. A researcher-made questionnaire served as the data collection instrument, whose validity was confirmed via face validity and its reliability through Cronbach’s alpha coefficient.
