Designing a Model for the Implementation and Development of Iran’s Specialized Sports System

Abstract
The present study aimed to develop a model for implementing and advancing expertise-based governance in the country. In terms of purpose, the study was applied; methodologically, it employed an exploratory mixed-methods design. The qualitative phase used grounded theory, with data collected through semi-structured interviews with 20 experts in sports management and governance, policymaking, sports law, federations, academia, and the private sector. Participants were selected purposively. The quantitative population comprised sports managers, specialists, faculty members, and other sector stakeholders; 286 valid questionnaires were included in the analysis. The quantitative instrument was a 54-item professional competency questionnaire developed from the qualitative findings. Qualitative data were analyzed through open, axial, and selective coding using MAXQDA, while quantitative data were analyzed using confirmatory factor analysis and structural equation modeling. The qualitative analysis yielded 234 open codes, 18 axial categories, and six selective categories. Quantitative results indicated a Kaiser–Meyer–Olkin measure of sampling adequacy of 0.899, factor loadings ranging from 0.62 to 0.84, an overall Cronbach’s alpha of 0.93, an overall composite reliability of 0.95, and a global goodness-of-fit index of 0.547. These findings suggest that the proposed model demonstrates acceptable validity, reliability, and fit. Accordingly, implementing expertise-based governance requires institutionalizing expertise across governance processes, organizational structures, legislation, human resources, accreditation, data systems, and stakeholder participation.
